Well, obviously, they can, because they have awakened avatars. It just tells the story, barely bothering to talk about what the PCs should do, or even if they should be a Traditional cabal or a Technocratic amalgam. Yeah, I’m kind of mixing up my sources a bit–I felt the read-between-the-lines message of the Convention books was “change is ubiquitous and unity is scarce”, but the idea that progress has stopped comes from the opening fiction of the Mage: The Ascension Revised book.
Both keep the basic idea of not using magic in public and stuff but aren’t quite as blunt and over-complicated about it. They try to publish on a timetable, incrementally in a way that the Consensus will accept. There is even a rote called “Paradigm Shift,” though this is about breaking a Tradition Mages paradigm and shaping them into a Technocrat that one is Mind 5, Prime 5 I believe, but one can use Mind 2 and even Mind 3 or possibly 4 through writing to shift perspectives.
Non-awakened Technocracy personnel think it’s a fingerprint system so reality isn’t threatened. A long time ago, they tried to wipe out the Traditions by force in a program of attack called the Pogrom. At the highest levels, you can even affect thought and ideas with entropy.
